fitting says 7/16-20 female JIC on one end and -04 hose on the other. that right for a 1/4 inch hose hookup?

both ends line up with what you described. The port side is a 7/16-20 female JIC 37 degree flare swivel, and the hose end is sized for -04 hose, which corresponds to 1/4 inch hose.
