what seal material comes standard on this dust cap, and does it hold up in colder temps?

Buna-N is the standard seal material on this one. It's rated from -40°F up to +250°F, so it handles cold environments pretty well as long as you're not pushing past those limits. If you're running in extreme cold below -40°F, there are other seal options like Neoprene or EPDM that can go down to -65°F.

got a -04 (1/4) HK Series setup, is this dust cap the right size for it?
