got a hose that measures right around 3-1/8 on the outside, is this the right clamp size for it?

The key number is outside diameter. This clamp is meant to accommodate an OD of 3-1/8 in., so it matches a hose, tube, or duct that measures about 3-1/8 in. on the outside.

What size outside diameter will this clamp fit? I'm workin' with some pretty thick hosing.

clamp's made entirely of stainless, but does that include the screw too or just the band?

Every component on this one is stainless, band, housing, and screw alike. That all-stainless construction is the whole point. Mixed-metal clamps can corrode at the contact points between different metals, even if one of those metals is stainless. Going all one material eliminates that problem, which matters a lot in wet conditions or anywhere chemicals are present.
