porting on this thing is 1-1/16" - 12UN JIC male, does that mean i need female JIC fittings on both the inlet and outlet hoses to hook it up?

JIC male ports on the tester mean your hose ends need to be female JIC, yes. Both the inlet and outlet use the same 1-1/16"-12UN thread, so you'd want matching female JIC swivel fittings on each hose. Pretty standard stuff for most hydraulic test setups running that size line.
