For non-shock service, 5000 PSI is the rated operating pressure on this valve, not a burst figure. That means it's built for sustained hydraulic system use at that pressure level. The steel body and stainless steel needle are what make it suitable for hydraulic work, as opposed to the brass versions which are intended for pneumatic or lower-pressure applications. Just keep it out of high-shock pressure situations and you're well within what it's rated for.
