flow adjustment on this thing -- can you actually make changes while the system is still under pressure, or do you have to shut everything down first?

You can adjust the flow while the system is pressurized. The needle is designed to be turned under live pressure, and once you've got it dialed in where you want it, the standard locknut lets you lock that setting down so it doesn't drift on you.
