accuracy on this thing, is it consistent across the full 1 to 150 liter range or does it get sketchy at the low end?

At the lower end of the range, below about 15% of max flow, the published accuracy spec doesn't apply. From 15% up to 100% of the rated range, meaning roughly 22.5 to 150 L/min, you're looking at plus or minus 0.5% of reading. Below that threshold the meter is still operating but Webtec doesn't back that figure, so if your process regularly runs under 22 or 23 L/min you'd want to account for that in how you interpret the data.
