flow range on this one goes down to 1 L/min -- is that low end accurate or does it get sketchy below maybe 3 or 4?

Accuracy is rated at ±1% of full scale across the entire 1 to 15 L/min range, so the meter doesn't have a separate "reliable" floor carved out above that lower limit. Full scale on this unit is 15 L/min, which means ±1% works out to roughly ±0.15 L/min of possible error at any point in the range. At the low end near 1 L/min that error margin represents a larger percentage of the actual reading, which is worth keeping in mind if you're trying to resolve very small flow differences down there. For most hydraulic test and monitoring work though, 1 L/min is a usable lower bound.
