flow range on this thing goes down to 8 liters a minute, is that low end accurate or does the ±1% only apply closer to full scale?

Accuracy is rated at ±1% of full scale across the board, so at the low end of the range (8 L/min) that tolerance is relative to the 300 L/min maximum, not to the actual reading. In practical terms, the closer you're running to full scale, the tighter the effective accuracy feels in real use. At low flow rates the absolute error stays the same but represents a larger share of the measured value. Worth keeping in mind if your application regularly runs near the bottom of the range.
