Will this here flow control valve work okay in a hydraulic system that's gonna see some pretty high pressure, say around 2800 PSI on the regular?

For that kind of setup, it’s a good fit. It gives controlled flow in one direction, then allows free flow the other way, so you can slow the cylinder one way and let it return faster in the opposite direction.

flow adjustment on this thing, can you do it while the system's still running under pressure, or do you have to shut everything down first?

You can make flow adjustments while the system is under pressure, no shutdown needed. The knob is aluminum with color coding and a numerical readout, so you can dial in your setting and know exactly where you are without guessing. Once you've got it where you want it, there's a set screw that lets you lock the adjustment in place so it won't drift on you.
