These say 115mm outer diameter and 100mm inner diameter, that a 15mm wall or is the 12mm thickness the radial measurement I should be going off of when fitting these to my cylinder bore?

The 12mm figure is the cross-sectional thickness of the seal, not the radial wall. Your bore diameter is what you match to the 115mm outer dimension, and the 100mm inner diameter seats against the piston itself. So when you're sizing these up, work from both the bore and the piston shaft measurements together. A 115mm bore with a 100mm piston rod is what this seal is built around.
