This SPX Hydraulic Technologies PE60 Series Single-Phase 2-Speed Pump features on/off/pulse control. This hydraulic pump is designed for applications that require manually shifting a valve to pull, hold (pump off), and release (pump on).
With a 3/4-gallon usable reservoir, the PE60 Series 2-Speed Pump provides 56 cu in/min at 10,000 PSI. Powered by an 11/8 hp, 115-volt, 60/50 Hz single-phase motor, this compact, lightweight pump is an excellent choice for rugged applications and low-voltage starting. Running this on a job site where the power ain't always steady, does the motor hold up when voltage drops off?

Low-voltage starting is actually one of the stronger points of this pump. The 1-1/8 hp, 115-volt single-phase motor is built to start under load even when voltage is reduced, which is pretty common at active construction sites. So if you're pulling from a long extension cord or a generator that's carrying other equipment, the motor is rated to handle that kind of situation without failing to start.

got a 115v outlet and not much else on the job, will this pump still start up ok when it’s under load?

Built for low voltage starting, the 11/8 hp single phase motor is meant to start under load even when the supply voltage is a little reduced like you see on a lot of construction power. It runs on 115VAC at 60/50 Hz, and the current draw at 10,000 psi is listed at 25 amps.

What's the deal with the valve on this thing? It says "manually shift valve to pull, to hold (pump off), to release (pump on)." I just want to make sure I'm understanding that right.

That description refers to how you'd use this pump in a typical setup. The pump runs to build pressure for pulling, then you can manually shift the valve to hold that pressure (and turn the pump off to save energy), and finally shift again to release the pressure, with the pump running again during the release.
