trying to hook 6mm metric tube into a port that takes 1/8-28, is that what this elbow is set up for?

Built for that exact transition, it takes 6.00 mm tube OD on the push to connect side and has a 1/8-28 male universal BSPP/BSPT threaded end, all in a 90 degree swivel elbow layout.

does this fitting work without any tools to put it together, or do i need something to lock the tube in place?

No tools needed at all. You just push the tube straight into the collet and it locks in automatically. To pull it back out, you press down on the collet ring and the tube releases. That makes it real handy when you're doing quick installs or need to swap lines without tearing everything apart.
