hollow plunger on this one, does that mean I can run a rod through it to pull something toward me, or is it strictly for pushing?

Both, actually. The hollow bore lets you thread a steel rod straight through the cylinder and attach it to whatever load you're working with. From there you can either push the load or pull it depending on how you've got things set up. That flexibility is kind of the whole point of the hollow plunger design on these RCH units.

need to pull on a threaded rod for a tensioning job, does that hollow center let the rod pass through and actually pull with it?

For tensioning and pull work, the hollow plunger is the whole point. You can run a threaded steel rod through the center bore and attach it to the load so the cylinder can apply either pull or push force, not just lifting.
