got a bolt tensioning job coming up and this is my first time using a hollow plunger setup, what exactly makes it work for both push and pull instead of just one direction?

The hollow bore running through the center of the cylinder is what opens up both options. You thread a steel rod through that bore and attach it to whatever load you're working with. When the cylinder extends, it pushes. When the rod is fixed to the load and the cylinder retracts, it pulls. That center hole is the whole point of the RCH design, and it's what makes bolt tensioning and similar jobs possible with a single tool.

got a job where i need to pull on a threaded rod, not just push. will this hollow plunger cylinder handle that?
