what's this cap made out of, and will it hold up sitting in a parts bin for a while between jobs?

PVC construction, so it's not going to degrade sitting on a shelf or rattling around in a bin. The material holds its shape well and won't get brittle under normal storage conditions. It slips on and off by hand with no tools needed, which makes it easy to pull out whenever you're ready to put the coupling back in service.

Will this cap keep hydraulic fluid from leaking out of my quick disconnect?

This dust cap is designed to protect the quick disconnect socket from dirt and debris, but it isn't intended to seal fluid.
