working pressure on this tubing is listed at 4667 psi -- is that with a safety factor already built in or is that the actual burst number?

The 4667 psi figure is the maximum working pressure, not the burst pressure. Burst pressure on this tubing is rated at 28,000 psi. The working pressure already reflects a 6:1 safety factor, which is the standard applied for situations where considerable hydraulic shock and mechanical strain are present. If your application runs into more severe shock conditions, a higher 8:1 safety factor would push the usable working pressure lower than what is listed.

i’ve got a tight spot to run line, what size is this tubing actually and how thick is the wall

For sizing, it is 0.1875 inch OD with a 0.035 inch wall, which puts the ID at about 0.1175 inch.
