tubing says max working pressure is 3043 psi but also shows a burst pressure way higher than that, which number should I actually be sizing to for a hydraulic line?

That maximum working pressure already accounts for the 6:1 safety factor built into the rating, which is calculated for conditions where hydraulic shock and mechanical strain are present at a considerable level. The 18,260 psi burst figure is a theoretical ceiling, not an operational target. Running at or below 3043 psi keeps you within the intended safety margin for real-world hydraulic use.
