What exactly is this fitting doing in a hydraulic line, is it just stepping down tube sizes between two DIN connections?

That's exactly what it's for. One end is a female DIN tube fitting at M22 x 1.5 with an L15 size, and the other end is a male DIN tube fitting at M18 x 1.5 with an L12 size. So wherever you've got a larger DIN connection feeding into a smaller one, this adapter bridges that gap in a straight run without needing extra fittings or fabrication.
