trying to step a 1/2 npt male port down to 1/4 npt, is that what this bushing does?

Made for reducing pipe threads, this bushing has a 1/2-14 male NPT on one end and a 1/4-18 female NPT on the other, so it takes a half-inch NPT connection down to a quarter-inch NPT port.
