fitting says 0.31 inch tube OD, is that the same as 5/16 tube, or am I measuring something different?

0.31 inch is the decimal equivalent of 5/16 inch, so yes, those are the same size. The tube OD is the outside diameter of the tubing itself, not the bore or wall thickness. As long as your tubing measures 5/16 inch on the outside, this nut will fit it correctly.
