Recommended spacing for tubing: 1/4in-1/2in = 3FT 5/8in-7/8in = 4FT 1in = 5FT 1-1/4in-1-1/2in = 7FT. Note: Hose may be clamped using smooth body I.D. style clamps. MM size x .03937 = Inch size.

Got some 16mm tubing I need to run through a pretty cold environment, temps can drop well below freezing in winter and hit close to 200°F in summer. This clamp gonna hold up through that kind of swing?

Polypropylene handles a range from -22°F up to 194°F, so that spread you're describing falls right within what this material is rated for. Hot summers and hard freezes won't push it outside its limits as long as you're staying inside that window on both ends.

got a 16 mm tube, is this the right clamp size or do i need to convert it to inches first

For a 16 mm outside diameter tube, the 16 mm clamp size is the match. If you want the inch equivalent, 16 mm comes out to about 0.625 inches using the conversion given (mm x 0.03937).
