What exactly is this adapter doing in a hydraulic line, is it just converting the flange connection over to a threaded fitting?

Pretty much, yeah. One end connects to a 1.00 inch Code 61 split flange port, and the other end is a 1-7/16-12 male O-ring face seal thread. So if you've got a component with a Code 61 flange port and you need to transition into an ORFS line, this is the piece that bridges that gap.
