trying to figure out if this'll work as a reducer between my larger JIC line and a smaller fitting downstream, the size jump from 1-5/16-12 down to 9/16-18, is that what this thing does?

That's what it handles. The female end accepts a 1-5/16-12 JIC 37 degree flare connection and the male end steps down to a 9/16-18 JIC 37 degree flare.
