does this adapter go from a JIC fitting on one end to a metric thread on the other, or am i reading that wrong?

You're reading it right. One end is a -06 male JIC 37 degree flare and the other is M18 x 1.5 male metric. Both ends are male, so you'd need female connections on whatever you're joining it to. It's a straight adapter, no angle to it.
