got a hose end that’s 3/4-16 JIC, what’s the other side of this adapter supposed to screw into

On the other end you have a 3/4-14 male NPTF pipe thread. So it is a straight male NPTF to male SAE 37 degree flare (JIC) adapter, with both ends in 3/4 size.

got a hose end that’s 3/4-16 JIC, and the port on my manifold is 3/4-14 NPT. is this the straight adapter to tie those together?

Function-wise, that’s exactly what it’s for. It’s a straight steel adapter with a 3/4-14 male NPT on one end and a 3/4-16 male JIC 37 degree flare on the other.
