It’s a straight steel pipe-to-flare adapter with a 1-1/2-11-1/2 male NPTF end on one side and a 1-5/16-12 male SAE 37 degree JIC flare end on the other.

Got a 1-1/2 NPT male port on a pump manifold and need to step down to a 1-5/16-12 JIC male fitting. This the right adapter for that?

That's exactly what this adapter is built for. One end is 1-1/2-11-1/2 Male NPT and the other is 1-5/16-12 Male JIC 37 degree flare, straight configuration. If your manifold has a female NPT port and your hose or tube end has a female JIC swivel, this will bridge that connection without any reducer or additional hardware in between.
