got a hose end that’s 1-5/8-12 JIC, and the port i’m going into is 1-7/8-12 ORB. is this the right straight adapter to tie those together?

It mates a 1-7/8-12 male SAE O-Ring Boss (straight thread O-ring) on one side to a 1-5/8-12 male JIC 37 degree flare on the other, and it’s a straight adapter.

What exactly is this adapter connecting, and would it work going from an SAE O-ring port on a hydraulic valve block over to a JIC fitting on a hose assembly?

That's exactly the use case this part is built for. One end is a 1-7/8-12 male SAE O-ring Boss, which threads into a straight-thread O-ring port on your valve block or pump housing. The other end is a 1-5/8-12 male JIC 37-degree flare, which connects to a female JIC swivel or fitting on your hose. Both ends are male, so you'd need female counterparts on each side.
