i’ve got a 3/4-16 SAE ORB port on one side and need to land on a 3/4-16 JIC flare, is that what this adapter is for?

Built for that exact conversion, it goes from a 3/4-16 male SAE O-Ring Boss (straight thread O-ring) end to a 3/4-16 male JIC 37 degree flare end. It’s a long 90 degree elbow style steel adapter, and the ORB seal part listed with it is 22617-8.

This elbow fitting, will it hold up okay in a chemical plant environment?

It's built for chemical processing applications, so it should do just fine. Marine and offshore drilling are other uses it's good for.
