fitting says "reduced bore" on it, does that mean the flow path is smaller than a standard -06 JIC elbow, or is that just the hose end that's reduced?

Reduced bore means the internal flow path through the fitting is narrower than a full-bore equivalent for the same hose size. On this one, the end sizes are 0.5625 in. on the JIC swivel side and 0.375 in. on the hose end, so yes, the bore is stepped down compared to a standard -06 full-bore fitting. For most low-to-medium flow applications that's perfectly fine, but if you're running high flow rates where pressure drop is a concern, it's worth factoring that restriction into your system design.
