does this fitting work with a mandrel install or can you just hand-tighten it onto the hose?

A mandrel is required for proper installation on this one. It's a three-piece reusable design, so the socket and nipple have to be assembled correctly around the hose with the mandrel involved. Hand-tightening alone won't get you a reliable connection.
