fitting says "reduced bore" on it, does that mean the flow path is smaller than a standard -08 connection?

Reduced bore means the internal flow passage is narrower than what a full-bore -08 fitting would carry. The hose end is still sized for -08 hose, and the NPT thread is 3/8-18 on the other end, but the bore through the fitting itself is stepped down between those two connections. For most moderate-flow hydraulic lines that's perfectly fine, but if you're running high-volume flow and pressure drop is a concern, a full-bore fitting would be the better pick for that application.

fitting says it's reusable, does that mean I can pull it off one hose and put it on another without buying new hardware?

Reusable in this case means the fitting can be disassembled and reinstalled on a replacement hose rather than being a permanent crimp-style connection. You get two pieces that come apart, so when a hose wears out you're not throwing away the fitting with it. No mandrel is needed during assembly, which makes the process a good bit more straightforward than some other styles. Keep in mind this fitting is built for one-wire-braid hose in the -08 size, so as long as your replacement hose matches those specs you're in good shape.

got a -08 hose with one wire braid, will this reusable end work on it or is it for a different style hose

For hose fit, this one is a steel reusable two-piece fitting made to go on a -08 hose and it is specified for one wire braid construction. It is a straight fitting with a 3/8-18 male NPT end.
