fitting says "reduced bore", does that mean the flow path is smaller than a standard -04 fitting, or is that just the elbow style name?

Reduced bore means the internal flow passage is narrower than a full bore fitting of the same hose size. On a -04 hose fitting, that translates to a slightly restricted opening through the elbow itself.
