rated load says 8400 lbs but i also see a 1700 PSI pressure rating listed, thought this thing was rated for 2500 PSI. which number do i actually go by?

Both numbers are real and they serve different purposes. The 2500 PSI figure is the maximum operating pressure the cylinder can handle. The 1700 PSI figure is the pressure rating tied to the rated load capacity, which is where that 8400 lb number comes from. So when you're calculating push or pull loads for your application, work off the 1700 PSI pressure rating and the 8400 lb load figure. The 2500 PSI ceiling is there for the system side, not for sizing your load limits.
