valve says no neutral position, what exactly does that mean for how it operates?

At any given time, flow is being directed to one of the two outlet lines. There's no center position where flow stops or bypasses both. When you shift the valve, it switches the flow path from one line to the other. That's the whole point of this style of diverter, it's either one way or the other, not somewhere in between.
