fitting's made for -04 hose, but does it need any kind of thread sealant or mandrel to get it installed right?

No sealant or mandrel required for this one. The 7/16-20 female JIC 37-degree flare swivel handles the seal through metal-to-metal contact at the flare, so adding sealant would actually work against you. Crimp it onto your -04 hose and torque the swivel end to 11-12 lb/ft and you're set.
