fitting says no thread sealant needed -- is that right for an ORB connection like this?

Correct. SAE O-Ring Boss fittings seal through the o-ring itself, not thread compound. The o-ring compresses against the boss face when torqued down, which is what creates the seal. Applying sealant to an ORB fitting is unnecessary and can actually interfere with that seal, so leaving it off is the right call here.
