For controlling cylinder speed, the V82 is a needle valve meant for metering flow so you can dial the cylinder movement up or down.

Can this valve actually shut off flow completely, or is it just for slowing things down?

For temporary load holding, yes, it does double as a shut-off valve. That said, it's rated up to 10,000 psi and handles both speed control and full shutoff on your hydraulic cylinder. Just keep in mind the V8F version in this same series is not recommended for shut-off use, so if shutoff matters to you, the V82 is the right one to grab.
