carry over plug, what’s it actually do on the VD12A setup?

A carry over plug is used to keep the power beyond flow path available so you can feed downstream valve sections while still having a tank return on port T.

what's the max pressure this plug handles on the work ports?

Ports A and B are rated up to 4500 PSI, while the P port tops out at 4000 PSI. Keep in mind the outlet port T has a back pressure limit of 363 PSI, so that one needs a little more attention when you're laying out your circuit.
