got a cylinder gland that takes a 2.25 OD and about a 1.63 ID, is this the right vee packing set size?

these vee packings are rated to handle pressure from 0 to 3000 PSI when you're running four vees. You'll be good to go!

what's the pressure rating on this packing set, and does the number of vee rings actually change that?

the number of vees matters quite a bit here. Four vees gets you up to 3,000 PSI, five vees bumps that up to 5,000 PSI, and if you're running six vees you can push all the way to 10,000 PSI. The set uses urethane and fabric vee rings along with nylon top and bottom adaptors, so how you configure those rings determines what pressure range you're working in.
